Northern Commercial Industry Area
The first stage of the Kensington Lakes project constituting 70 commercial industry lots and new road on the northern part of the site is currently under construction and is expected to be completed by December 2006. This stage is focused on the existing Johanna Boulevard and Commercial Avenue corridors and will facilitate and provide for employment and service opportunities for the air industry and the general Bundaberg and Wide Bay regional economy.
Johanna Boulevard and Commercial Avenue will be upgraded in light of their city entry status (for persons arriving and leaving the city by air) to create a major commercial boulevard feel with significant street trees, and distinctive landscaping and building controls designed to ensure a high standard of amenity and visual appeal. Such design controls are typical of the approach that will be taken throughout the project.
Upgrading works are to be completed as part of the development of the Commercial Industry precinct, including the usual water supply and sewerage, drainage, underground power, lighting and telecommunications infrastructure. In addition
Johanna Boulevard is to be reconstructed to be two lanes in each direction with a well planted central median strip.
Advanced street trees, plantings and lawn areas will be established, aimed at positioning the estate as the premier business location in Bundaberg and the Wide Bay Burnett region. Such works will ensure the estate is a fitting stage 1 to the major high quality mixed use development proposed to the south.
Johanna Boulevard, Commercial Avenue and the two proposed loop roads are to be professionally landscaped with trees, shrubs, ground cover and grass; with a developer irrigation system to ensure ongoing viability. Concrete footpaths will be provided to both sides of all roadways.
Development within the Commercial Industry estate is subject to the provisions of the Kensington Plan of Development Number 1.
In broad terms this Plan seeks to facilitate a mix of commercial and industry development to achieve an aesthetically pleasing development form and to develop a commercial focus rather than just industry. It also seeks to achieve a high standard of amenity through mandatory design controls as set out below:
All external parts of buildings are to be of painted masonry construction with materials other than masonry restricted to internal walls and framing and architectural enhancements such as entry and sun shade structures, pergolas etc
Car parking areas must not dominate the streetscape and must either be located to the side or rear of the building; or if located between the building and the street are to be set back a minimum 2.5m from the property line and be located behind landscaping and a painted masonry or stone wall designed to hide the body of a normal passenger car (wall to be between 600mm and 1.0 m in height).
Concrete footpaths will be provided to both sides of all roadways.
